		<description>This is exactly the progress we need for many Rural ans Suburban areas.

Local WISP providers cater more closely to their clients needs and pricing requirements.

Having Access to such spectrum would ease the cost of deployment and greatly enhance the offerings that a local WISP can provide at lower prices.

It would be beneficial for this spectrum, if made available to be subject as discussed, to light licensing and strict co-ordination if other operators exist in the area.

Hopefully this does not get auctioned off to the BIG Players again as that would be a great loss to the WISP community and the consumer as a whole.

Roll outs for the new frequency would be fast as a lot of WIFI WISP vendors produce equipment  that can operate in said frequencies, even including features such as GPS Sync, beam forming and TDMA technologies.

I also believe there should be a block to the National Carriers from gaining Access to this spectrum as they already own and have access to large chunks of Prime spectrum, poached in the younger days of the emerging Mobile carrier networks. We need to reduce Monopoly not increase it.

Don&#039;t get me wrong, Big players are a good thing as they cater to select areas of the markets, just as WISP caters to other areas, but we NEED both, and the Big Carriers have the advantage, so easily neglect smaller communities and rural area sin favor of bigger populations.

Leave voice and Mobile data to carriers, but give WISP the local High Speed Data networks. Its what we do best.

Additionally I believe that WAPA should be setup as a governing board to fairly distribute such frequencies to WISP&#039;s and co-ordinate the light licensing on ICASA&#039;s behalf, due to WAPA&#039;s better understanding of the WISP model and ways of operation.

Keep up the good work and let us know how it proceeds.
